"It has been, over & over again, stated that Hongkong in no way wishes to shield criminals who may take refuge here (in Hongkong), & that, if the proper steps are taken for obtaining extradition, such criminals will be surrendered. But the arrest of such criminals in the territory of the Colony by Chinese Officials on Chinese waters will not be permitted, & this man is at once released, H. M. Minister at Peking will be requested to make a strong remonstrance to the Tsungli Yamên.
Your predecessor forwarded translations of the depositions and expressed it as his opinion that I would see the necessity of ordering by telegraph the immediate release of the person arrested to be followed by investigation & the due punishment of the offending parties.
"Having carefully read the whole case, I find that the despatch speaks of unwarrantable detention of a Chinese subject at Kowloon who was forcibly conveyed on board a Chinese vessel on landing there. In that case the place where the said person was arrested is Chinese territory. As the despatch contains a distinct statement, it affords clear proof on this point"; & it would be useless to discuss the matter further.
